I have to agree with @Kritzlof. The inverted controls were difficult to use. I also found myself wondering around following the arrows before I even realized there was text at the bottom for dialog.

I see the story starts to dig into the environmental issues, but I can't help but wonder if this was simply tacked onto an existing prototype game, or was it built specifically for this Jam?

I'm sorry for the difficulty you're having with the game. I think the main reason for this problem is that I forgot to find other people to playtest. I was already familiar with the process during development, so I ignored these details.

This game is specially developed for Jam. I originally planned to make a 2D top-down game. But when I was looking for art resources, I couldn't find resources with a suitable theme in Unity assets, so the final presentation was a 3D game. Due to the game rendering pipeline, not all assets are used in the same scene. I originally planned to include more content, such as the degradation of coral reefs caused by rising sea levels, damage to community infrastructure, population loss, and other related topics. The city is modeled after Miami. However, because my time and energy were not properly arranged, many functions were deleted, and some were not presented because the bugs were not fixed. For example, in the player's first mission, after the player's conversation, there should be a drawing board window on which the player can draw posters. It will then be displayed when players give speeches and promote their speeches. But due to a bug, this feature didn't work.

All in all, this game is specially built for this Jam. This is my first time participating in a game jam. I believe I can do better if I have a plan next time.

I found the camera  quite difficult to control, but I managed to find my way around the city at last.  I  this a few times the quest arrow updated before I got to the dialogue which made me leave the area before  talking to the npcs. 

Great job highlighting the damage rising sea levels may soon do to our cities!

Hey, no worries! It's a  game jam after all so time is limited and things might not always pan out perfectly. Submitting the game is great anyway to get feedback for future projects! :)
